Dissension is a small set with 60 commons, 60 uncommons, and 60 rare cards. This is 15 cards (5 of each rarity) larger than a typical small set of that era.
Dissension was sold in 15 card booster packs. Booster boxes have 36 packs.

Full block simulation draft
The US printing uses sequential collation with 11 × 11 sheets. Packs are ordered commons, then uncommons, and the rare last. If a foil card appears, it will appear as the last card in the pack after the rare (if any), displacing a card of the same rarity. This means, for example, a foil rare will replace the regular rare.

There are two common runs, A and B, with 33 cards and 27 cards, each printed twice, and run B contains 27 cards each printed twice. The first six commons are from A and the last five are from B. If there is a foil common, it can displace a card from either sequence. (Assuming a foil common rate of 11 in 67 packs, a card from A is displaced 27/110 of the time to ensure that A and B cards remain balanced.)
